Este 23 de octubre se cumplió un año de la desaparición forzada del activista cubano Cesar Iván Mendoza Regal. El Comité contra las Desapariciones Forzadas del Consejo de Derechos Humanos de la ONU exige al gobierno cubano que localice al activista César Iván Mendoza Regal, desaparecido desde el 23 de octubre de 2017. Pero ni a pesar de esta exigencia de la ONU hay noticias fidedignas sobre César. La última vez que se le vio fue cuando le llevaron esposado y bajo fuerte custodia policial al funeral de su padre quien supuestamente se suicidó…

César ha sido director ejecutivo del Centro de Estudios para el Desarrollo Local Cubano (CEDEL), director del Centro de Asesoría y Gestión de Proyectos para la Sociedad Civil Cubana y coordinador General de la Plataforma Social Juventud Activa Cuba Unida. Oriundo y residente en Pinar del Río, nacido el 2 de marzo de 1989; es graduado en Derecho en la universidad de esta provincia.

La Acción Urgente de la ONU responde a una muy pertinente petición de la abogada Laritza Diversent, del Centro de Información Legal CUBALEX, y demanda al Estado cubano que si tiene arrestado al activista, lo presente inmediatamente ante un juez que le instruya los cargos en su contra y que le permitan acceso a un abogado.

El jefe de la Subdivisión de Tratados de Derechos Humanos de la ONU, Ibrahim Salama ha firmado la petición que exige a La Habana que tome todas “las medidas necesarias para permitir la plena participación de los allegados” del joven “en las actividades llevadas a cabo para localizarlo e investigar su alegada desaparición, dándoles acceso directo a la información disponible sobre la evolución y los resultados de la investigación en curso”.

También emitió medidas cautelares a favor de los activistas Roberto Jiménez, Juan Carlos Linares Balmaseda, Eduardo Ortiz Ramírez y Boris González Arenas, para su protección, y que puedan continuar adelante con las acciones relacionadas con la localización específica e investigación de la desaparición de Mendoza Regal “sin ser objeto de violencia, intimidación u hostigamiento”.

En noviembre de 2017 ​Freedom House alertó sobre la situación de César Iván y Robert Jiménez Gutiérrez, quienes salieron de sus casas hacia el aeropuerto de La Habana el 23 de octubre para tomar una vuelo a Miami, pero nunca embarcaron. “Las autoridades cubanas deben confirmar si tienen en custodia a ambos activistas o responder a miembros de la familia de la inexplicable desaparición, dijo Carlos Ponce, director para América Latina de Freedom House.

Pese a todos los esfuerzos el silencio de las autoridades cubanas continúa y a pesar de transcurrir un año, el caso de César Iván Mendoza Regal sigue siendo un enigma.

Aumenta a 115 nuestra lista de ciudadanos cubanos que en el transcurso de 2018 han sido impedidas de viajar fuera de Cuba

Durante su presencia en Nueva York en el marco de la 73 Asamblea General de la ONU Miguel Díaz-Canel se mofó de los ¨avances¨ en materia migratoria de la que supuestamente disfrutamos los cubanos desde la anunciada Reforma Migratoria del 14 de enero de 2013. Mientras esto decía, en un aeropuerto en Camagüey impedían abordar nuevamente un avión al periodista independiente Henry Constantin Ferreiro, presidente en Cuba de la Sociedad Interamericana de Prensa  y coordinador del Encuentro Nacional Cubano. Esta vez se trataba del vuelo 2328 de Jet Blue que le permititiría realizar conexiones con vuelos de Copa Airlines para participar del XXXVI Curso Interdisciplinario en el Instituto Interamericano de Derechos Humanos en San José, Costa Rica.

Lo peor es que tal violación al derecho de libre movimiento no es un maltrato exclusivo a Henry Constantin. El Instituto Patmos – que también ha sufrido tales procederes contra varios de sus colaboradores – desde mediados de año comparte y actualiza una lista de personas que viven dentro de la isla que de una u otra manera en lo que transcurre de 2018 han sido impedidos de viajar. Cuando iniciamos en julio la publicación de dicha lista eran 52 los primeros nombres reflejados pero tres meses después son 115 y sabemos que hay muchos más:

Aunque Miguel Díaz-Canel intentara falsear la realidad en Nueva York, lo cierto es que en Cuba siguen sin respetarse los derechos ciudadanos, incluyendo el artículo 13 de la Declaración Universal de Derechos Humanos que tiene que ver con el libre movimiento del que él tanto se mofara. Y tales derechos son violados a través de toda una gama de procederes que van desde secuestros o detenciones arbitrarias para que pierdan sus vuelos; hasta informarles que se encuentran “regulados”, o sin ninguna advertencia previa impedirles volar ya encontrándose listos en el aeropuerto. Existen aún casos más burdos en que los pasaportes han sido ocupados (secuestrados) y sin explicación continúan en poder de la Seguridad del Estado, de lo cual resulta un ejemplo significativo el caso de Roberto de Jesús Quiñones Haces, activista católico (trabaja directamente con la Pastoral Familiar de su Diócesis en Guantánamo), periodista independiente y abogado integrante de la Corriente Agramontista cuya propiedad fue asaltada el 3 de julio confiscándole todos sus medios técnicos y documentos, incluido el pasaporte sin serle devuelto ni ofrecerle explicación alguna.

La represión en Cuba también se ensaña contra el CID

No constituye secreto para quien conozca realmente lo que sucede en Cuba que la represión contra la discrepancia política se intensifica exponencialmente desde el nombramiento de Díaz-Canel como marioneta de la cúpula militar. ¨Cuba Independiente y Democrática¨ (el CID), una de las más antiguas agrupaciones opositoras, no constituye la excepción a tanta represión, por el contrario, el odio del régimen contra su fundador Huber Matos se perpetúa y parece resultar endémico al sistema comunista en la isla. El mes de septiembre de 2018 inició y cerró con un ensañamiento especial contra esta legendaria organización:

El 2 de septiembre alrededor de las 11 de la noche en la carretera Central de Ciego de Ávila la vicepresidenta nacional del CID, Yanelis Jiménez Téllez, fue detenida por tres  hombres vestidos de civil en un auto marca lada. Cuando se bajaron del auto en mala forma le dijeron que ella no viajaría a ninguna parte. Dos de los individuos la aguantaron por los brazos y el otro revisó todo su cuerpo entrándola a la fuerza en el auto, y llevándola al Centro de Instrucción Penal en Ciego de Ávila, más conocido como “el técnico”. Allí un oficial que nunca se identificó le dijo que él sabía que ella pretendía viajar para Sancti Spiritus a visitar a Henry Lazo (cantautor del Homenaje a Huber Matos y delegado del CID en Cienfuegos), y que permanecería detenida por varios días. Cuando hicieron la ocupación de su bolso le confiscaron 1600 pesos moneda nacional porque según ellos ese dinero era ”subversivo” y que no podía hacer reclamación.  Después que dicho oficial se cansara de ofenderla y amenazarla respecto a que nadie la iba a encontrar, que ella era una contrarrevolucionaria que organizaba grupos terroristas fue llevada a un calabozo donde permaneció durante dos días sin comer ni ingerir agua. El martes 4 en la tarde fue puesta en libertad bajo restricción de salidas de su provincia ¨a no ser un caso de muerte de un familiar¨. Tal prohibición fue realizada de forma verbal sin mediar ningún documento  jurídico que amparase tal sanción.

El 28 de septiembre la reprimenda se extendió directamente contra el presidente nacional del CID, Rolando Pupo Carralero. Similar al modus operandi contra Yanelis, teniendo por aliada la oscuridad, a las 5:30 de la mañana, cinco individuos invadieron la casa de familiares en la ciudad de Puerto Padre, Las Tunas, donde se encontraba Pupo de visita y que lógicamente dormía a esa hora.  El cobarde operativo fue dirigido bajo órdenes del capitán  Miguel Rodríguez, “Jefe de Enfrentamiento”.  Pupo fue trasladado en rumbo desconocido en carro Lada color verde. Con anterioridad a su viaje, él afirmó que si era detenido se declararía automáticamente en huelga de hambre, por lo que es de inferir que al igual que Yanelis todo el tiempo que le tengan detenido permanecerá sin alimentarse y probablemente también sin tomar agua. Es muy importante que la solidaridad internacional esté atenta contra tanta represión en la misma medida en que se endurece el régimen como si estuviese consciente que le queda poco tiempo y ande ¨como león rugiente buscando a quien devorar¨.

In early 2018, the World Christian Solidarity (CSW) organization published a Press Release (see goo.gl/4ic5YW) denouncing the persecution, harassment, and pressure to subvert the independence and loyalty of the religious-cultural organization Yorubas Libres de Cuba, created in June 2010.

Far from improving, the situation has worsened throughout the year. Last August 9th, Alejandro Pupo Echemendía, age 46, died as a result of a brutal beating by police guards at a police station in Placetas, Villa Clara province. The influential organization Cuba Archive published a special bulletin (see goo.gl/F8ca6f) on Pupo’s case and on the arrest of Yoruba leader Alexei Mora Montalvo, one of the activists who had denounced the extrajudicial execution despite a repressive campaign by authorities to impose silence on this case.

At the time of this writing, the religious leader is in detention for the third time just this month of August, held incommunicado since 11:30 am on the 30th of this month at the dreaded “Unit for instructions” of the city of Santa Clara. His first arrest took place on the 10th, the second one on the 25th –in both occasions Mora was held for over ninety hours and was interrogated, beaten, and tortured with the aim of making him retract his complaints for the murder of Pupo Echemendía. After the second detention, he had been deported from Villa Clara province to his place of residence in Havana.

Among the repressors who have constantly harassed the Free Yorubas of Cuba, and who are now specifically responsible for the life and safety of priest Mora, these stand out: Arturo Montenegro Sotelo, Head of ¨ Confrontations¨ in the province of Villa Clara; Major Eric Francis Aquino Viera, Second Head of «Confrontations»; as well as Lieutenant Colonel Héctor de la Fe and Major Idel González Morfis.

Mora Montalvo’s position as a religious leader regarding Pupo’s murder is consistent with a religious faith that does not turn its back on its own people, one that should be a fundamental element of all beliefs, regardless of religious denomination. We hope that you will support the dignified position of this man of faith.

Al finalizar el mes de agosto el Instituto Patmos constata que aquella situación denunciada a principios de año por CSW lejos de mejorar más bien se recrudeció y aunque esta fue la tendencia en todos estos meses; la muerte el 9 de agosto en Placetas, Villa Clara, de Alejandro Pupo Echemendía, de 46 años,​ tras haber recibido una fuerte golpiza en la unidad policial de ese municipio y del cual la prestigiosa organización Archivo Cuba publicó un boletín especial: https://mailchi.mp/cubaarchive/cuba-extrajudicial-killings-asesinatos-extrajudiciales repercutió en acoso extremo a esta agrupación religiosa, y muy especialmente contra su líder Alexei Mora Montalvo quien  ha sido precisamente quien ha denunciado con mayor consistencia la ejecución extrajudicial, y motivo por lo cual al momento de redacción de esta denuncia este líder religioso se encuentra detenido por tercera vez en el transcurso de agosto, incomunicado y sometido a severos interrogatorios en el cuartel militar de ¨Instrucción¨ en la ciudad de Santa Clara. La primera detención ocurrió el 10; la segunda el 25 y en ambas estuvo recluido por más de noventa horas durante las cuales fue golpeado y torturado con el objetivo de hacerle retractar respecto a su denuncia por el asesinato de Pupo Echemendía y luego de las cuales fue deportado desde Villa Clara hasta su lugar de residencia en La Habana . La presente detención ocurrió a las 11:30am del 30.    

Entre los represores que constantemente han hostigado a los Yorubas Libres de Cuba y que ahora específicamente son responsables de cualquier consecuencia contra la vida del sacerdote Mora Montalvo, sobresalen: Arturo Montenegro Sotelo, Jefe de ¨Enfrentamiento¨ en la provincia de Villa Clara; el Mayor Eric Francis Aquino Viera, Segundo Jefe de ¨Enfrentamiento¨; el Teniente Coronel Héctor de la Fe y el Mayor Idel González Morfis.

La postura de Mora Montalvo como líder religioso frente al asesinato de Pupo Echemendía es consecuente con una fe religiosa que no da la espalda a su propio pueblo y debía ser característica fundamental de todas las creencias, sin importar denominación religiosa; y por lo cual esperamos el respaldo de todos a la digna postura de este hombre de fe.

 

Our friend Gracia started a new trip

In the five years since the establishment of the Patmos Institute – an organization that barely survives from the depths of Cuba’s resistance movement- is a very privileged group thanks to its friends, both inside and outside of Cuba.

Whithout a doubt, among our very best friends was Mrs Gracia Bennish (October 10, 1943 – August 1st, 2018), President of “United for Human Rights, Florida” who passed away this Wednesday at 7:30am Eastern time. Since 2014 she helped us strengthen our voice inside and outside of Cuba. We were introduced to Gracia by our mutual friend Lincoln Diaz Balart;   thanks to her resolve some of us were able to talk and deliver speeches on Cuba’s right to freedom, from the same stairs that our Cuban leader had so done but a century earlier.  This took place in what once was the tobacco factory at Ybor City, Tampa.  Lead by Gracia, we also were able to speak up at The United Nations where we raised the issue of systematic human rights violations in Cuba.

But more than raising our voice, perhaps this was Gracia’s greatest gesture, it was her descending as Christ did to preach to captive spirits, Gracia went down to Cuba to participate in such an unusual type of tourism:  in solidarity with those seeking democracy and human rights for all Cubans. During her trips, and they were a few, we counted on her as a unique guest speaker, she addressed those in attendance during the 121st anniversary commemoration of Jose Martí’s death, held at the Masonic Lodge “Urania – Dr. Mortera of Zulueta, Villa Clara.  Her participation in this event is to this day, reason for our gratitude.

Moving about Cuba as a badly needed infusion of freedom, Gracia met distinguished leaders of Cuba’s human rights movement, such as Dagoberto Valdés Hernández, among participants of ¨Centro de Estudios Convivencia¨, dealing with the art of coexistence in a fragmented society. This was held at Karina Galvez’s home.  Gracia was also a very distinguished visitor to the farm known as “La Isleña”  in Pinar Del Río, where she was able to see first hand, the dedication of the Pérez Gonzalez Family.  She had a glimpse there of the very best of Cuba’s soul yearning to be free. Grace also visited the headquarters of the UNPACU, Patriotic Union of Cuba, in Havana. Chely was still alive and shared with Gracia, memorable cups of Cuban coffee. It was there she met Jose Daniel Ferrer Garcia, among other leaders of the main opposition group in Cuba.  In Santa Clara, Gracia visited Guillermo “Coco” Fariñas, with whom she spent hours in a back and forth of ideas with the leader of the ¨Foro Antitotalitario Unido¨.

Thousands of copies of the Universal Declaration of Human Rights were distributed along with copies of “The Way to Happiness”, a code of ethics which is ver appropriate for a nation suffering from a deep crisis in values;  these were distributed all over Cuba to thousands of citizens who to this day, avail themselves of the teachings contained therein.  All of this was done thanks to Gracia whom we will never have sufficient words of praise and gratitude.

Good bye dear Friend!  You will walk the path of freedom you paved along our countryside and cities!  Until we meet again!

El Instituto Patmos en sus cinco años y medio de historia – aun cuando sea una organización que a duras penas sobrevive como parte de la resistencia, desde las catacumbas de la sufrida sociedad civil cubana – es un grupo dichoso por cosechar buenos amigos, dentro, y también fuera de Cuba.

Entre nuestros mejores amigos en el mundo estuvo sin dudas la Sra. Gracia Bennish (Octubre 10, 1943 – Agosto 1, 2018), presidenta de ¨United for Human Rights, Fl.¨ quien falleció este miércoles 1 de agosto a las 7:30 am. Desde el año 2014 ayudó a amplificar nuestra débil voz, dentro y fuera de Cuba. Presentada a nosotros por nuestro también amigo Lincoln Díaz-Balart; por su anuencia y gestiones tuvimos el privilegio de que varios de nuestros afiliados pudieran volver a pronunciar discursos sobre la libertad de Cuba en la misma escalera donde antaño lo hiciera nuestro José Martí en la antigua fábrica de tabacos en Ybor City, Tampa, renovando el espíritu del pasado. También tomados de su mano logramos llegar hasta la sede de la ONU donde también alzamos la voz en defensa de los derechos humanos de Cuba.

Pero más que amplificar nuestra voz fuera de Cuba, tal vez el mayor gesto de Gracia – su nombre no pudo haber sido mejor puesto – fuera descender, como mismo Cristo descendió a los infiernos para predicar a los espíritus encarcelados, hasta las entrañas de la Cuba profunda donde realizó un turismo inusual – el turismo solidario por la democracia y los derechos humanos de Cuba -. En sus viajes, que fueron varios, estuvo entre nuestros oradores de lujo, como en aquel foro dedicado a José Martí en el 121 aniversario de su muerte que celebramos con el coauspicio de la Logia Masónica “Urania – Dr. Mortera” de Zulueta, Villa Clara, del cual se sigue hablando todavía.

Moviéndose como un glóbulo blanco por las venas enfermas de Cuba visitó y conoció a líderes de la sociedad civil cubana entre los cuales se destacan Dagoberto Valdés Hernández y otros muchos participantes del Centro de Estudios Convivencia, en la entonces casa de Karina Gálvez. Fue visitante honorable de la Finca ¨La Isleña¨, en el municipio San Juan y Martínez, de Pinar del Río donde conoció la tenacidad de la familia Pérez González y miró directamente a los ojos de lo más puro del alma cubana. Estuvo en la sede de la Unión Patriótica de Cuba (Unpacu) en La Habana – Chely vivía todavía y fue su anfitrión colándole uno de sus inolvidables cafés cubanos – y allí conoció a José Daniel Ferrer, y a otros líderes de la mayor de las organizaciones de la oposición cubana. En Santa Clara visitó la sede del Foro Antitotalitario Unido donde conoció personalmente a Guillermo ¨Coco¨ Fariñas con quien dialogó y conoció de sus sueños e historias por casi dos horas…

Miles de copias de la Declaración Universal de los Derechos Humanos y de ¨El Camino a la Felicidad¨, un código de ética sumamente apropiado para un país con una profunda crisis de valores, fueron llevados por diversas vías al interior de Cuba y distribuidos a miles de cubanos ávidos entre los cuales circulan todavía. Y todo esto fue por obra y gracia de Gracia para quien nunca alcanzarán las palabras apropiadas que nos permitan dar las gracias.

Hasta pronto querida amiga; tú volverás a caminar por nuestros campos y ciudades cuando germine la semilla que dejaste sembrada entre nosotros, la de la libertad. ¡Nos vemos pronto!

Líderes políticos y religiosos en contubernio en Cuba para continuar dando oxígeno al status quo del inmovilismo

Este 6 de julio de 2018 se cumple un año de que la Oficina de la Junta de Misiones de la Asociación Convención Bautista de Cuba Occidental se mantiene secuestrada por vulgares delincuentes bajo órdenes y protección del gobierno cubano. La Convención ha preferido guardar silencio ante los medios y ante las organizaciones internacionales que podrían ayudarle a condenar esta violación, contrario a esto ha reforzado su comunicación con sus victimarios dando por entendido que ofrecer loas al mal gobierno puede ser la mejor manera de recuperar esta propiedad  ̶  que en definitiva no es la única que le ha sido robada  ̶  o por lo menos proteger así otros de sus intereses. En la 108 Asamblea Anual celebrada en marzo pasado el Presbítero Gerardo Barroso Medina presentó una moción que fue aprobada por mayoría de escribir una carta a la Oficina de Atención a los Asuntos Religiosos del PCC comunicando un ultimátum de que si en un mes no les era devuelta la propiedad de J #555 la Convención cambiaría su posición sumisa y complaciente y adoptaría medidas de fuerza mayor. Pese a que la moción fue aprobada a estas alturas todavía no se ha llevado a efecto; todo indica que no se posee el valor suficiente para anunciar un ultimátum a la Oficina, responsable máxima de todas las violaciones a la libertad religiosa que tienen lugar en Cuba, y que muchas víctimas, como el caso de esta Convención Bautista prefieren callar.

Dicha moción encontró respaldo de otros pastores y líderes para ser sometida a votación y consistía en escribir una carta a las ¨autoridades¨ expresando nuestra preocupación como Obra Bautista en Cuba ante hechos de violencia que tenían lugar en nuestras plazas y calles y que no contribuían a la paz de la nación. Por presiones de la Oficina de Atención a los Asuntos Religiosos el Presidente de la Convención en activo en aquel momento boicoteó la votación y consiguió que el asunto ¨volviera a la mesa y fuese archivado en carpeta¨ porque no era ¨conveniente¨ para la Convención insinuar al gobierno que golpeaba, y asesinaba, como sucedió apenas unas semanas después con mi feligrés Juan Wilfredo Soto García y como ha continuado sucediendo con muchos otros, porque, triste decirlo, si de la Convención depende pueden acabar con el pueblo de Cuba ¨a palos¨. Desde ese año mi moción permanece archivada en carpeta mientras el pueblo de Cuba que es la base comunitaria de la Convención Bautista intenta sobrevivir o escapar como puede.

La carta que proponía mi moción en 2011 no pudo ser escrita ni mucho menos enviada. La que propuso el Presbítero Gerardo Barroso en marzo pasado tampoco. Pero la que sí fue firmada (supongo que sin reunir a la Asamblea, ni contar con nadie) es la que ahora da vueltas en las redes sociales encomiando al régimen a seguir con mano dura y a no ablandarse ni abandonar los principios revolucionarios que han sido tradición durante estos sesenta años oprobiosos; y a mantener la misma línea que mantienen aliados tan cercanos como China o Corea del Norte. ¡Qué triste!, como dijera Jesús: ¨cuando la sal deja de ser salada, no sirve más para nada sino para ser echada fuera y hollada por los hombres.¨

Pese a esto no olvidemos que el poder de Dios normalmente no se manifiesta con los cleros, las jerarquías o cabecillas religiosos, sino con el pueblo llano y simple donde ¨un poco de levadura¨  ̶  que ya está en acción  ̶  ¨leuda toda la masa¨. Y así se manifestará, cuando en el Referendo al que pronto se está convocando ese pueblo avasallado por autoridades políticas y traicionado por autoridades religiosas sume un NO claro y rotundo que será solo el comienzo; luego vendrá mucho más a través de mecanismos como puede serlo el Plesbicito al que convoca CubaDecide y/o otras avenidas mediante las cuales con la ayuda de Dios conseguiremos por fin librarnos del contubernio político y religioso que tiene lugar entre las elites que negocian y comulgan mientras el pueblo perece.

Una biblioteca menos en Cuba en la ¨nueva era¨ Díaz-Canel

Estuve en su inauguración aquel jueves 16 de junio de 2011. Elevé la oración de bendición y dedicatoria; y fui uno de quienes tuvieran el privilegio de cortar su cinta de apertura. No pude evitar dormir aquella noche sin antes escribir sobre aquella experiencia inolvidable: http://cubanoconfesante.com/literatura-teologia-y-vida/ . También aquel mismo día realicé mis primeros donativos: ¨Hermenéutica¨, de Rob Haskell y ¨Acabadito de Hornear¨, de Luis Bernal Lumpuy, ambos de contenido religioso, como otros muchos de los libros que integraron la colección de lo que hasta el pasado lunes 21 de mayo -cuando la intervino la policía política- fue la biblioteca independiente ¨Gustavo Arcos Bergnes».

Custodiada con celo en su propia casa durante casi 7 años por Manuel Sarduy Segredo, la biblioteca, adscrita al Movimiento Cubano Reflexión, sin límite temático, sirvió como libre alternativa a su comunidad en Camajuaní, Villa Clara. Las primeras semanas de la era Díaz Canel han sido desastrosas en todos los sentidos. Pareciera ser lo mismo que la era Castro: continúa la represión, siguen las violaciones a las libertades religiosas y a los derechos humanos en general, los presos políticos que heredó continúan presos -este año Ernesto Borges Pérez estará cumpliendo veinte años de encarcelamiento-; y nuevos prisioneros de conciencia, como el biólogo Ariel Ruíz Urquiola, se añaden rápido a la lista. ¿Es que acaso será peor? La era Castro, a pesar de represión y vigilancias constantes, toleró la biblioteca independiente «Gustavo Arcos Bergnes», pero Miguel Díaz-Canel, apenas en los primeros días de ¨su mandato¨, y en su provincia de origen, la desapareció.

  1. Executive Summary: The different religious confessions in Cuba maintained a SUSTAINED GROWTH to the degree that 80% of the Cuban population professes some religious belief. The VISITS of Pope Francis and Patriarch Kiril of the Russian Orthodox Church were very significant. Despite these advances, the Office of Attention to Religious Affairs (OAAR) continued as a mechanism of TOTAL CONTROL of the religious sphere by the Cuban government. The Cuban Evangelical Alliance (AEC) coalition, inspired by the World Evangelical Alliance (AEM), has been BLOCKED by the OAAR. Law protecting religious freedoms in Cuba remain ABSENT from the legal landscape. NONE of the religious property confiscated in previous decades has been returned or indemnified. Five places of worship in eastern Cuba were assaulted and demolished. 2,000 churches buildings from the Assemblies of God denomination were declared illegal and 1,400 property confiscation processes were carried out. NO new religious organization(s) have been legalized, nor have those outlawed by the government been recognized again. Religious institutions continue to have NO ACCESS to the media nor permitted active participation to education, or other social actions. Some students and professors were EXPELLED from Cuban universities for religious reasons. Theological seminaries continued to operate, but WITHOUT ACCREDITATION by the Cuban educational system. For 117 Sundays, the Ladies in White, a women’s group, was prevented from attending religious services in the churches. Fraternal associations (lodges) receive similar treatment in Cuba to that of religious organizations and are also controlled through the OAAR. Groups and emblematic people have been subject to special harassment, some of which are unfairly imprisoned or face flawed judicial processes.

 

  1. One of the objectives of the Patmos Institute is the specific monitoring and defense of religious liberties in Cuba. This first report addressed to the Human Rights Council of the UN in relation to the Universal Periodic Review is specifically focused on RELIGIOUS FREEDOMS reflected in Cuba between 2014 and 2017.

 

  1. The different religious confessions in Cuba (legally recognized or not) between 2014 and 2017 maintained a sustained growth that led to the following estimates in 2017: of the total population of Cuba estimated at 11.5 million inhabitants, 35% is nominally Catholic; 30% professed of popular religions: that includes four main variants of Afro-Cuban religions and different types of spiritualism; 20% self-defined atheists, 10% evangelicals and a remaining 5% could be counted in communities that could include Jehovah’s Witnesses (banned since 1976 to the present) with around 100,000 members, Islam with 15,000 Muslims, Jews (the community with the lowest registered growth since its enormous emigration in the 1960s) with 1400 current members; of these smaller religious faith communities the last group to report their formal presence on the island was the Church of Jesus Christ of Latter-day Saints (Mormons) that on June 18, 2017 announced the creation of its first district with its 100 first members after mission for a decade.

 

  1. Visits to Cuba by religious leaders such as Pope Francis in September 2015 or Patriarch Kiril of the Russian Orthodox Church in February 2016 were very significant during this period. By contrast, this serves to highlight the government’s refusal to give visas to many others, especially international evangelists who requested a visa with the support of several Cuban denominations, such as Marcos Witt, Luis Palau or Alberto Mottesi (Religious Visas have been denied 4 times).

 

  1. 8% of evangelicals, some 30 denominations, are affiliated with the Council of Churches of Cuba (CIC), which is endorsed by the World Council of Churches (WCC), but 80% of evangelical denominations are more sympathetic to the Worldwide Evangelical Alliance (AEM), who wishes to endorse and establish a legally recognized Cuban Evangelical Alliance (AEC) which already exists, albeit unofficially, yet the OAAR has invalidated any and all applications.

 

  1. The OAAR not only makes every decision in Cuba in relation to religious matters responding to political interests, in addition to its internal control tasked with the support of Cuban embassies, and in the case of the UN through the Permanent Mission of the Republic of Cuba before the United Nations Organization, sends delegations that are presented as guarantors of religious freedoms on the island when they are actually responsible for the exact opposite. An example of this was the representation of the OAAR that during May 2017 visited institutions in New York to which it misinformed or misrepresented their responsibilities in flagrant violation of religious freedom in Cuba. This delegation’s objective was probably to contact Mr. Ahmed Shaheed, United Nations (UN) Rapporteur for Freedom of Religion and Creed.

 

  1. A Religious Freedom Act, requested by various institutions and religious leaders, continues to be absent from Cuban legislation. There are no signs that this reality will change if one takes into account the pending approval of a new Electoral Law (the current one dates back to 1992), although it was announced in the state press since the beginning of 2015 but has not be taken up in Parliament despite the elections announced before the end of 2017. A Religious Freedom Act has not even been announced.

 

  1. None of the multiple religious properties confiscated during the years of open persecution was returned; nor did any of the affected organizations receive any compensation. An example is the land adjacent to the Baptist Church in Yaguajay (Quintín Banderas Street # 15, Yaguajay, Sancti Spiritus, 65100) where the Baptist College was located in the past. Despite the legal procedures undertaken by the Association of Baptist Convention of Western Cuba, which owns it, nothing was achieved. What did happen was that far from returning the land, the government of Cuba built offices there for some of its state-owned businesses ignoring all the exhausted resources of the religious denomination that is the legal owner.

 

  1. Five properties belonging to religious groups in Eastern Cuba were demolished. In June 2014, «Estableciendo El Reino De Dios», pastored by Marcos Antonio Perdomo Silva, in Santiago de Cuba; in January 2016, «Rey de Gloria» pastored by Juan Carlos Núñez, in Las Tunas; also in January 2016, «Fuego y Dinámica», pastored by Bernardo de Quesada, in Camagüey; in February 2016, «Sendas de Justicia», pastored by Alain Toledano Valiente, in Santiago de Cuba; and in March 2016, «Viento Recio», pastored by Mario Travieso in Las Tunas. In addition, it was found that 2,000 churches or houses of worship belonging to the Assemblies of God denomination were declared illegal and 1,400 were confiscated, according to Christian Solidarity Worldwide (CSW).

 

  1. Legal enrollment to the Registry of Associations of the MINJUS was not granted to any of the religious organizations that requested it, some of which have been waiting for decades. It is precisely these groups without recognition that report the largest number and diversity of complaints and violations of religious freedom resulting in legal limbo to which they are sentenced that leads to impunity. Religious organizations that had legal status in the past but were banned, especially in 1976, such as Jehovah’s Witnesses or the Bereana Mission Baptist Church pastored by Daniel Josué Pérez Naranjo, continue to be in that same state in which they’ve remained for more than forty years.

 

  1. Except for the twenty minutes allotted to the radio program El Evangelio en Marcha of CIC, which is broadcast exclusively every first Sunday of the month at 8:00 a.m. through CMBF Radio National Musical radio station, broadcast at 10:00 p.m., no other time-slots have been granted in any other radio or television medium, all of which are exclusive monopolies of the State.

 

  1. Education is 100% state monopolized. No religious groups were permitted to open any training institutions on any teaching level including pre-school such as kindergarten. This constitutes a continuous violation to thousands of families who would prefer to send their children to other types of schools other than state-controlled schools with such extreme ideologies, highly politicized and often contrary to religious principles. It also constitutes a violation of religious organizations willing to contribute to Cuban society with educational institutions that would result in a great contribution to society. In the event that someone offers a religious educational alternative, they are met with retribution. An example of this has been Pastor Ramón Rigal of the Church of God in Christ who lives in Guantánamo. He obtained a license from an international Christian school to educate his children at home, the government response was the arrest of him and his wife Adya on February 21, 2017 accused of «acting against the normal development of a minor» and subsequently, On April 25 they were subjected to a trial without guarantees where Rigal was sentenced to one year in prison and his wife to one year of house arrest. As can be inferred, paragraph 3) of article 26 of the Universal Declaration of Human Rights is not respected nor applied to any national.

 

  1. Cases of expulsions from universities for ideological, political and/or religious reasons occurred and increased in 2017. Such were the cases of professors Gustavo Pérez Silveiro (in 2015), Luis Alberto Pérez Castro (in 2016) and the brothers Dalila and Leonardo Rodríguez González (in 2017); All of them are banned from teaching at the «Marta Abreu» Central University in Las Villas for alleged links with our Patmos Institute. The same thing happened with relation to students as well as the case of Karla Pérez González who was prevented from continuing her studies in journalism for reasons of political discrimination at the «Marta Abreu» Central University of Las Villas (in 2017). The following cases can be cited, at least for religious reasons; that of Víctor Manuel López Sánchez, who was pursuing a career in Agronomy, also at the Central University ¨Marta Abreu¨ of Las Villas (in 2016); and of Felix Yuniel Llerena López who was prevented from continuing his studies in History at the «Enrique José Varona» University of Pedagogical Sciences of Havana (in 2017).

 

  1. The Ministry of Higher Education (MES) has refused to recognize any biblical or theological seminaries in the country, and theological faculty are found nowhere in any university in the country. Many Cuban theological seminars are accredited by the Caribbean Evangelical Theological Association, articulated by the International Council for Evangelical Theological Education, but their requests for accreditation before the MES were repeatedly denied.

 

  1. It is worth mentioning the repeated violation of the group known as Ladies in White, which is prevented from attending mass. This constituted one of the main religious violations, of a sustained nature, until the issuing date of this report, 117 Sundays of continuous repression. Some of the representatives of the group have been prevented from leaving Cuba on several occasions to participate in international forums for the purpose of denouncing these flagrant violations as happened for example on June 5, 2017 with Sayli Navarro Álvarez, who was prevented from boarding a plane to travel to Brussels where he would testify before the European Parliament, invited by the group Alliance of Liberals and Democrats for Europe (ALDE).

 

  1. Religious repression in Cuba targets those who try to live their faith also in the political sphere, which continues to be a right of religious and an expression of the freedom of conscience of every citizen. This is the case of Pastor Joanna Colombie Grave de Peralta, graduated from the Evangelical Seminary of Theology (SET) of Matanzas. His decision to exercise leadership at the 1010 Academy of the Somos + movement as a result of a commitment to his own practical Christian faith was the cause of numerous arbitrary arrests. She was locked in a jail in the prison of Vivas for eight days (Friday, May 26 to Friday, June 2, 2017) at the end of which she was humiliatingly deported within her own country, from Havana to Camagüey, and threatened to be judicially accused of daring to return to the capital of the country. It is worth mentioning that this type of deportation from one province to another within the Cuban national territory is a very common method used against Cuban citizens.

 

  1. The OAAR offers the same treatment that it grants religious institutions to other organizations of the civil society or of a fraternal nature such as the Masonic lodges, All fellows, Knights of the Light, etc. For example, the freemason Armando Antonio Pérez Pérez, leader of the MASONIC LODGE «Urania – Dr. Mortera» of Zulueta, province of Villa Clara; reports constant censorship and limitations to the work of his lodge and to those that work throughout the country. On July 22, 2017, this Masonic leader was arbitrarily detained and his home subjected to a search as a result of which copies of the Universal Declaration of Human Rights and religious literature such as Convivencia and Nota del Cielo magazines were confiscated.

 

  1. Highlighted also is the constant harassment of the Convivencia Studies Center, of Catholic inspiration is, and directed by the renowned layman Dagoberto Valdés. The members of Coexistence have been repeatedly summoned and threatened by military units. As part of this harassment Karina Gálvez was sentenced on September 21, 2017 by the Municipal Court of the city of Pinar del Río to three years of deprivation of liberty, and the confiscation of her home which was also the seat of Coexistence.

 

  1. Highlighted also, is the incarceration case, since November 2016, of the Catholic layman Dr. Eduardo Cardet Concepción, leader of the Christian Liberation Movement (MCL), resident in Velasco, Holguín, sentenced to 3 years in prison. Amnesty International declared him a prisoner of conscience in February 2017.

 

  1. According to the previous evidence, which is not exhaustive, like the rest of the Cuban civil rights, religious liberties continue to be subject to a varied number of violations. Perhaps the greatest evidence of all these violations is an evident and generalized fear that is perceived both in legally recognized groups as well as in those that are not. These are not isolated cases, as I recently suggested to the Associated Press (AP) Joel Ortega Dópico, CIC president according to a report by Andrea Rodríguez published on March 27, 2017 under the title Far from the dark past, evangelicals grow in Cuba, but it seems to be the norm in the Cuban religious panorama.

 

  1. The organization that presents this report has not been exempt from direct harassment in retaliation for attempting to expose violations such as those reported. Leonardo Rodríguez Alonso, coordinator in the center of Cuba, also founder of the Institute, has been subject to pressures, detentions and threats; and arbitrarily extended to their children, teachers expelled from universities. Felix Yuniel Llerena López, coordinator in western Cuba, was subjected to intimidation and police threats as well as being expelled from the University. Yiorvis Bravo Denis who served as coordinator in eastern Cuba and whose property in Camagüey is threatened with confiscation and eviction since 2013, is currently in the process of requesting asylum in the United States. Raudel García Bringas, currently coordinator in Miami, accepted the Cuban Adjustment Act in the United States in 2016, after suffering three years in prison in Cuba. And the founders of the Institute, the missionary Yoaxis Marcheco Suárez and the Baptist pastor Mario Félix Lleonart, general coordinators, were welcomed by the US government. as Refugees due to the high degree of repression against them that includes arbitrary confiscations of their property and multiple detentions.

 

 

  1. RECOMMENDATIONS: In order to harmonize laws, institutions and social practices with the demands of the International Human Rights Regulations, we recommend: – Open spaces for social participation that correspond in their own right to institutions and people of faith, including actions of social coverage and education. – Eliminate all differences, regulated or not, in the treatment given to religious people and institutions. – Legally and institutionally recognize conscientious objection. – Complete the return or compensation for properties confiscated from religious institutions in accordance with the provisions of article 17 of the Universal Declaration of Human Rights (UDHR).
